Presentation and overview of the envisioned "Downtown Market Plaza" redevelopment project

Issue/Request:
Staff will be providing an overview of the steps that have been taken in the pursuit of a downtown performance and festival space and introduce the recommended Master Developer and Manager to partner with the City for the "Downtown Market Plaza" which is the envisioned redevelopment of the property acquired by the City across SE Green Street from City Hall. In addition to introducing the recommended Master Developer and Manager, staff will provide information on three ordinances that are also on the agenda for consideration by the Mayor and Council.
Key Issues:
On the agenda there are three proposed ordinances pertaining to the "Downtown Market Plaza" project:
* An Ordinance to approve a Development Structure Agreement to engage a Master Developer and Manager for the envisioned redevelopment project
* An Ordinance amending the Budget to allocate funding from the unallocated general fund to the "Downtown Market Plaza" redevelopment project
* An Ordinance to approve a Cooperative Agreement with the Downtown Community Improvement District (CID) as a partner in developing a permanent Farmer's Market Pavilion
