Issue/Request:

An Ordinance authorizing the execution of an Agency Participation Agreement by and between the City of Lee's Summit, Missouri, (City) and the Mid-America Regional Council (MARC), and Traffic Technology Services, Inc. (TTS) in conjunction with the underlying Data Authorization Agreement between MARC and TTS, and the Operation Green Light Agreement between City and MARC, for the exchange of Real Time Traffic Signal Data for the City of Lee's Summit, Missouri.

 

Key Issues:

                     The City has entered into agreement with the Mid-America Regional Council (MARC) “Operation Green Light” (OGL) for traffic signal management along Douglas, Chipman, Pryor and other locations.  The City has been an OGL Member Agency for over 15 years.

 

                     OGL improves traffic efficiency, air quality and cost savings to local agencies through consolidated traffic signal coordination and control along major roadways. OGL is a program serving many State and Local agencies within the MARC region to manage traffic signal operations; particularly along corridors that cross multiple jurisdictions.

 

                      MARC has entered into an agreement with Traffic Technologies Services (TTS) for Real Time Traffic Signal Data sharing.  An agreement between the City, MARC and TTS is necessary to exchange Real Time Signal Data of OGL Member Agencies.   Real Time Traffic Signal Data includes signal status and state of operation, demand, timings, phasing, as-built plans, etc.

 

                     This exchange of Real Time Traffic Signal Data aids in system efficiency, to minimize delay, vehicle stops, and emissions through an improved technology interaction between infrastructure and vehicles.  TTS will use these data in patented, proprietary processes to produce product for use by TTS customers and other interested parties (e.g. automotive manufactures)

 

                     The product of TTS is for connected vehicle applications and analytics to improve vehicle performance and/or efficiency, improve ride comfort for driver and/or operator and passengers, provide information to the driver and/or operator, monitor driving behaviors, monitor infrastructure operations, or apply to automated operations or features.

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of An Ordinance authorizing the execution of an Agency Participation Agreement by and between the City of Lee's Summit, Missouri, (City) and the Mid-America Regional Council (MARC), and Traffic Technology Services, Inc. (TTS) in conjunction with the underlying Data Authorization Agreement between MARC and TTS, and the Operation Green Light Agreement between City and MARC, for the exchange of Real Time Traffic Signal Data for the City of Lee's Summit, Missouri.

 

SECOND MOTION: I move for adoption of An Ordinance authorizing the execution of an Agency Participation Agreement by and between the City of Lee's Summit, Missouri, (City) and the Mid-America Regional Council (MARC), and Traffic Technology Services, Inc. (TTS) in conjunction with the underlying Data Authorization Agreement between MARC and TTS, and the Operation Green Light Agreement between City and MARC, for the exchange of Real Time Traffic Signal Data for the City of Lee's Summit, Missouri.

 

Background:

 

Operation Green Light (OGL) is a metropolitan-wide program to standardize and link traffic control systems (e.g. traffic signals) among various municipal, state and county governmental entities in both Missouri and Kansas (approximately 30 agencies).  OGL is responsible for maintenance and optimization of traffic signal timings and traffic signal coordination for those intersections included in the program (Member Agencies with participating intersections).

 

Operation Green Light (OGL) began in 1998 as a concept and, over the years, has progressed through technical studies, design, implementation and in to the operations and maintenance phase.  The feasibility report prepared for MARC by an independent consultant recommended that traffic signals within the Jurisdictional Boundaries of all of the Member Agencies be coordinated from a single Regional Traffic Management Center.  Consolidated traffic signal management will improve traffic operational efficiency, improve air quality, and reduce operating expenses to the individual Member Agencies.  OGL consolidated traffic operations control center is located in MoDOT's Kansas City District office in Lee's Summit.

 

The City has participated in Operation Green Light for over 15 years causing MARC to design, construct and coordinate participating signals for the City.  The City's participating signals include multi-jurisdictional corridors that yield the greatest benefit of traffic signal coordination.  Those corridors include Douglas Street (Colbern Road to Chipman Road), Colbern Road at Town Centre Boulevard, Chipman Road (Douglas Street to Pryor Road), and Pryor Road (Chipman Road to I-470). 

 

Traffic Technology Services (TTS), Inc. is an information service provider for connected vehicle applications.  Participating agencies will receive performance reports summarizing signal performance and connected vehicle crossings.  This information can be helpful in identifying problem locations that may need signal timing adjustments to help improve system efficiency and flow.

 

TTS has entered into agreement with MARC OGL for access to Real Time Traffic Signal Data through ATMS software used by Operation Green Light (i.e. TranSuite).  Member Agency, including City, data is available on the ATSM software.   However, an agreement by and between the City, MARC and TTS is necessary for TTS to access the Member Agency data on the OGL ATMS.  Seven other agencies in the MARC region have already opted in to this agreement; Fairway, KS, Mission, KS, Belton, MO, Blue Springs, MO, Independence, MO, Merriam, KS, and MoDOT. Olathe, KS, Overland Park, KS, and Kansas City, MO have entered into separate agreements with TTS to include signals beyond the OGL ATMS; e.g. to include non-OGL managed intersections as part of those jurisdictions traffic operations centers.  The City of Lee's Summit does not have a traffic operations center or adequate network conditions to share its non-participating signal data with TTS as part of a separate agreement.

 

This agreement does not include product for traffic law enforcement and does not preclude similar agreements of competition.  This agreement indemnifies the City and subjects no liability upon the City.  This agreement makes no warranties or guarantees associated with data shared by City through MARC.  This agreement includes periodic reports from TTS of traffic signal performance and may be terminated without cause at any time by notice of the City.  The agreement will otherwise be renewed automatically on an annual basis.
