Issue/Request:
An ordinance approving Change Order No. 3 to the contract with Radmacher Brothers Excavating Company, Inc. For the 3rd Street Improvements project, an increase of $678,479.90 for a revised contract price of $5,487,094.90 and the addition of 60 calendar days to complete this work.
Key Issues:
• A separate project had been identified to extend the sidewalk and to provide lighting along the north side of 3rd St between Murray Rd and Opal Dr.
• Favorable bids for the 3rd St Project has provided enough funds to construct this project.
• City staff finds it desirable to accelerate this work due to the safety benefits to pedestrian traffic.
• This additional work is being pursued via Change Order to realize efficiencies in both time and money.
• The City’s Procurement Department was consulted in this approach and received concurrence to move forward with a Change Order to secure this additional work.
• 60 Calendar Days are being added to complete this work.

Background:
The 3rd Street project from Pryor to Murray was designed by Olsson Association. As part of the original design, their scope of services included survey and design of the sidewalk and lighting extension along the north side of 3rd street between SW Murray Rd and the Hy-Vee gas station signal near 3rd Street and SW Ward Rd. Due to budget concerns, the sidewalk and lighting extension was intended to be bid as an alternate work item. However, during design, the focus on the 3rd Street project did not allow the design and easement acquisition to get completed to bid the sidewalk extension with the main project. After bids were received, there was sufficient funding to build the sidewalk, and Olsson finished the sidewalk design work already in their contracted scope of services. Additionally, all of the necessary easements have since been acquired to complete this work.
Due to the high volume of pedestrian traffic walking to the Hy-Vee shopping area along 3rd St, city staff is recommending to accelerate this work. Because both cost and time efficiencies can be realized by adding this work to the current 3rd St project, the Procurement Department was consulted to see if this was a feasible approach. With the Procurement Departments concurrence, Radmacher Brothers Excavating was asked to submit pricing to complete this work as a change order to the existing contract. City staff reviewed the unit pricing submitted against recent projects with similar items and found the proposed prices to be in line with current market values.
