An Ordinance approving Change Order No. 2 to the contract with Radmacher Brothers Excavating Company, Inc. for the 3rd Street Improvements project, an increase of 192 calendar days for a revised Substantial Completion date of June 8, 2021.

Key Issues:

· Multiple utility conflicts have led to multiple delays throughout the life of the project

· Abnormal weather as defined in the contract have led to project delays

Proposed City Council Motion:
FIRST MOTION: I move to for a second reading of an Ordinance approving Change Order No. 2 to the contract with Radmacher Brothers Excavating Company, Inc. for the 3rd Street Improvements project, an increase of 192 calendar days for a revised Substantial Completion date of June 8, 2021.

SECOND MOTION: I move for adoption of an Ordinance approving Change Order No. 2 to the contract with Radmacher Brothers Excavating Company, Inc. for the 3rd Street Improvements project, an increase of 192 calendar days for a revised Substantial Completion date of June 8, 2021.


Background:
175 calendar days are being added to the contract to account for the impact of all utility delays encountered through March 17, 2021. To determine the number of days, the overall impact on the contractors schedule was evaluated and the number of lost work units was determined using MoDOT’s weighted timetable for projects without a winter shutdown. These lost work units were added to the original completion date to determine the revised completion date based on utility delays. In addition to utility delays, 17 calendar days are being added to the contract to address abnormal weather conditions as defined in the contract.
