Issue/Request:
An Ordinance approving the dual award of RFP No. 2021-051, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to USIC Locating Services, LLC and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
Key Issues:
-The current contract for Underground Locating Services expires at the end of April 2021, and was established with both of these service providers, USIC Locating Services, LLC and Integrity Locating Services, LLC.
The City spent the following amounts under these contracts during the last two years:
USIC
FY20 $215,520
FY21 year to date $232,974
Integrity

-The City has a need to have vendors on contract for Underground Locating Services to locate utilities; natural gas, electrical, water, sewer, waste water, data, and fiber optic, for scheduled and emergency repairs and maintenance to the City's infrastructure.
-The primary user departments are Public Works, Water Utilities, and Information Technology Services
-The City spends over $50,000.00 annually for Underground Locating Services.
Proposed City Council Motion:
FIRST MOTION; I move for a second reading of an ordinance approving the dual award of RFP No. 2021-051, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to USIC Locating Services, LLC and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
SECOND MOTION: I move for adoption of an ordinance approving the dual award of RFP No. 2021-051, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to USIC Locating Services, LLC and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
Background:
The current contract expires at the end of April 2021, and was established with both of these service providers, USIC Locating Services, LLC and Integrity Locating Services, LLC.
The City uses underground locating services to locate utilities prior to repairs or installing new water lines, roads, and other projects. The primary using Departments include; Public Works, Water Utilities, and Information Technology Services
RFP 2021-051 was issued via Public Purchase, 97 vendors were notified, two responsive proposals were received.
Project Managers from each of the using departments reviewed the proposals and scored.
The Project Managers determined a dual award would be the best solution for the City to provide adequate coverage and costs.
Departments budget for purchase of underground locating services as part of their annual budget request.
Impact/Analysis:
Use of this contract would be based on the annual appropriations approved by the City Council.

Committee Recommendation: The Public Works Committee voted unanimously 3-0 (Councilmember Shields "Absent") to recommend to City Council approval of an ordinance approving the dual award of RFP No. 2021-051, to purchase Underground Locating Services on an as-needed basis for a one-year term with up to four, one-year renewals to USIC Locating Services, LLC and Integrity Locating Services, LLC, and authorizing the City Manager to execute the same for the City.
