An Ordinance awarding the bid for Project No. 28531583 for the Boggs Hollow Meter Structure Project to Infrastructure Solutions, LLC in the amount of $273,280.00 and authorizing the City Manager to execute an agreement of the same.

 

 

Key Issues:

                     As directed by the FY21 CIP and under authorization of Ordinance No. 8802(A), HDR Engineering, Inc. designed for the installation of a permanent meter structure on the existing Boggs Hollow Interceptor (hereinafter "Project No. 28531583").

                     Project No. 28531583 is funded from the Sewer Tap Fund.

                     Water Utilities issued an advertisement for bids for the construction of Project No. 28531583 on March 3, 2021, in accordance with local policies and state statutes

                     Infrastructure Solutions, LLC (hereinafter "Contractor") was determined to be the lowest and best bidder by City staff.

                     The City desires to enter into an agreement with the Contractor to construct Project No. 28531583.

$273,280.00 and authorizing the City Manager to execute an agreement of the same.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 28531583 for the Boggs Hollow Meter Structure Project to Infrastructure Solutions, LLC in the amount of $273,280.00 and authorizing the City Manager to execute an agreement of the same.

 

SECOND MOTION:  I move for adoption of an Ordinance awarding the bid for Project No. 28531583 for the Boggs Hollow Meter Structure Project to Infrastructure Solutions, LLC in the amount of $273,280.00 and authorizing the City Manager to execute an agreement of the same. 

 

 

Background:

The Boggs Hollow Interceptor lies within the corporate limits of both the City and the City of Kansas City, MO (KCMO).  The City entered into a cooperative agreement for reciprocal sewer service with KCMO in 1966 since the sewer serves both entities.  The Interceptor was constructed in 1976, and per the original agreement, the City owned and operated the Interceptor.  The Interceptor discharges into the Little Blue Sewer District (LBVSD) conveyance system through a metered connection at the downstream end of Boggs Hollow Interceptor.  The City paid LBVSD for service charges for the connection to the LBVSD interceptor, with KCMO reimbursing LSMO for their portion of the flows. 

 

In 2017, the City executed a second amendment to the cooperative agreement with KCMO.  The purpose of this amendment was to transfer ownership to KCMO of the portion of the Boggs Hollow Interceptor that lies within KCMO limits and to transfer the payment responsibility for LBVSD service charges for flows to KCMO.  In addition, the amendment included an agreement that the City would construct and install a permanent flow metering station on Lee's Summit's portion of the Boggs Hollow Interceptor near the corporate limits of the City and KCMO.  The flow metering station will be a pre-packaged metering manhole and related appurtenances installed on the existing 15-inch diameter interceptor.  A permanent gravel access drive will allow for ongoing maintenance and operation of the meter structure. 

 

 

Impact/Analysis:

Water Utilities advertised for bids for Project No. 28531583 on March 3, 2021.  Potential bidders were notified through QuestCDN, on the City website and in a broadcast e-mail to known contractors.  Four (4) responsive bids were received by the March 24, 2021, bid opening date.  City staff reviewed the bids and Infrastructure Solutions, LLC was determined to be the lowest and most responsive bidder.

 

 

Timeline:

Upon issuance of the Notice to Proceed, the Contractor will have 240 days to achieve substantial completion.

Committee Recommendation: The Public Works Committee voted unanimously 3-0 (Councilmember Shields "Absent"), to recommend to City Council approval of an Ordinance awarding the bid for Project No. 28531583 for the Boggs Hollow Meter Structure Project to Infrastructure Solutions, LLC in the amount of $273,280.00 and authorizing the City Manager to execute an agreement of the same.
