Key Issues:
• The Livable Streets Policy includes streetlighting improvements as a key component for providing safe, multi-modal transportation along key collectors and arterials, such as Shenandoah Drive.
• This project will add 44 streetlights along Shenandoah Drive, from Todd George Pkwy to Blue Pkwy (“hereinafter Project No. 574”).
• This project is funded from the CIP Sales Tax Fund that was approved by voters in April 2017 and became effective on April 1, 2018.
• PWE issued an advertisement for bids for construction on March 2, 2021, in accordance with local policies and state statutes.
• Custom Lighting Services, L.L.C. d/b/a Black & McDonald (hereinafter “Contractor”) was evaluated to be the lowest and best bid for this project.
• City desires to enter in an Agreement with Contractor to construct Project No. 574.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 574 for the Shenandoah Drive Streetlight Improvements Project (from Todd George Pkwy to Blue Pkwy), to Custom Lighting Services, L.L.C. d/b/a Black & McDonald in the amount of $324,039.00, and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 574 for the Shenandoah Drive Streetlight Improvements Project (from Todd George Pkwy to Blue Pkwy), to Custom Lighting Services, L.L.C. d/b/a Black & McDonald in the amount of $324,039.00, and authorizing the City Manager to execute an agreement for the same.
Background:
The section of SE Shenandoah Drive where the new streetlights will be installed is located approximately 1000 feet north of 50 HWY, between Todd George Pkwy and Blue Pkwy. The roadway is a commercial collector street with an average daily traffic volume of 5,300 vehicles. Currently, the only lights along Shenandoah Drive are lights leased from Evergy at the intersections, so the lights are spaced in excess of the City's standards for collector roadways.
The Shenandoah Drive Streetlight Improvements Project was funded as part of the 2017 CIP Sales Tax and the funds were allocated for this fiscal year as part of the FY21 Capital Improvement Plan adopted by Council. This project will help improve the safety of travel by installing continuous lighting along the roadway from Todd george Pkwy to the roundabout at Blue Pkwy. This project includes 44 new streetlights in accordance with the current City requirements for continuous lighting as described in the City's Design and Construction Manual, Section 5800, "Street Lighting". The new system will be constructed using LED bulbs for efficiency. LED bulbs help reduce the cost associated with maintenance, conserve energy, and extend the service life of the bulbs.
Impact/Analysis:
Public Works Engineering issued an advertisement for bids for Project No. 574 on March 2, 2021. This was posted on the City's website and QuestCDN website. A Pre-Bid Conference was held via Zoom video conferencing on March 10, 2021. Two (2) responsive bids were received by the March 22, 2021, which was the bid opening date. The bids were evaluated, and City staff determined Custom Lighting Services, L.L.C. d/b/a Black & McDonald to be the lowest and most responsible bidder.
