Issue/Request:
An Ordinance approving the award of RFQ No. 2021-031 for Design Services for Two (2) New Fire Stations; Fire Station No. 4 and Fire Station No. 5, to GLMV Architecture, Inc. for an amount not to exceed $665,980.00 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• In August 2019, voters approved general obligation bonds to construct two new fire stations to replace the outdated Fire Stations No. 4 and 5
• City staff publicly advertised RFQ No. 2021-031 seeking qualified firms to provide professional architect design services for the new fire stations
• GLMV Architecture, Inc. was evaluated to be the most qualified firm for this project
• Following successful scope and fee negotiations, City staff recommends to enter into an agreement with GLMV Architecture for this project

FIRST MOTION: I move for a second reading of an Ordinance approving the award of RFQ No. 2021-031 for Design Services for Two (2) New Fire Stations; Fire Station No. 4 and Fire Station No. 5, to GLMV Architecture, Inc. for an amount not to exceed $665,980.00 and authorizing the City Manager to execute an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance approving the award of RFQ No. 2021-031 for Design Services for Two (2) New Fire Stations; Fire Station No. 4 and Fire Station No. 5, to GLMV Architecture, Inc. for an amount not to exceed $665,980.00 and authorizing the City Manager to execute an agreement for the same.
Background:
In August 2019, voters approved the issuance of general obligation bonds for a number of public safety initiatives. This bond issue authorized funding for the Police-Courts Building remodel, fiber optic communications infrastructure, and two new Fire Stations.
As part of the Fire Department’s on-going, long-range planning efforts, facilities are regularly evaluated for functionality, operating cost-efficiencies, and conformance with current standards and practices. Rebuilding Fire Stations 4 and 5 were identified in this planning process. The current stations 4 and 5 have reached their maximum personnel and operations capacities; they do not conform to current standards for accommodations for personnel; technology in the facilities is outdated; and the current facilities require remediation to address potential health and wellness changes for cancer prevention. The current sites would not accommodate remodeling or expanding those facilities.
As part of the 2019 Bond issues, the City proposed rebuilding Fire Stations No. 4 and No. 5 at new sites that would maintain or improve the current levels of service. The project includes property acquisition, design, and construction that will prepare the Fire Department for future growth and expansion of services as the City grows.
City staff intends to use the Construction Manager at Risk (CMR) project delivery method for these new stations. As part of the CMR process, the City will contract with a design firm and a construction management firm. The first step is to enter into this agreement with GLMV Architecture, Inc. for professional design services and construction support services.
A seven (7) member selection committee consisting of City staff from Fire, Public Works, Administration, Police, and Central Building Services reviewed all the submittals and selected the top 5 firms to interview. A copy of the committee ranking sheet of the top 5 firms is attached. After the interview portion, GLMV Architecture, Inc. was selected by the committee as the best qualified firm. After successfully negotiations between the City and GLMV for scope and fee for services, City staff recommends for the award of RFQ No. 2021-031 to GLMV architecture.
Impact/Analysis:
Public Works Engineering issued RFQ No. 2021-031 on November 12, 2020 that addressed the design services for the two new fire stations. The RFQ was advertised on the City's website and was posted to Public Purchase. 241 firms were notified via Public Purchase and eleven (11) firms submitted responsive statements of qualifications.
