An Ordinance approving the award of Bid No. 2021-034, to purchase bulk rock on an as-needed basis for a one-year term with up to four, one-year renewals to Martin Marietta Kansas City, LLC and authorizing the City Manager to execute the same for the City. (F&BC 2-8-21)

Issue/Request:

An Ordinance approving the award of Bid No. 2021-034, to purchase bulk rock on an as-needed basis for a one-year term with up to four, one-year renewals to Martin Marietta Kansas City, LLC and authorizing the City Manager to execute the same for the City.

 

 

Key Issues:

-The current contract for bulk rock expires at the end of February 2021

-The City has a need to purchase bulk rock as-needed for trail maintenance, laying of pipe, and other purposes.

-The City as a whole spends over $50,000.00 annually on various types of Bulk Rock.

 

 

Proposed Committee Motion:

I move to recommend to City Council for approval an ordinance approving the award of Bid No. 2021-034, to purchase bulk rock on an as-needed basis for a one-year term with up to four, one-year renewals to Martin Marietta Kansas City, LLC and authorizing the City Manager to execute the same for the City.

 

 

Background:

                     The current contract expires at the end of February 2021

                     The City purchases bulk rock for use by Departments including, Public Works, Airport, Water Utilities, and Parks.

                     Bid 2021-034 was issued via Public Purchase, 35 bidders were notified, two responsive bids and one non-responsive bid were received.  The non-responsive bid did not include delivery of product, the prices were also higher than the other two bidders.

                     To identify the most advantageous bid for the City three scenarios were created and calculated to compare what the Total Cost per load would be from each bidder. Scenarios one and two are based on the minimum load size for each vendor, 15 tons and 20 tons, the third scenario is a 30 ton load.  The analysis used two different locations within the City for delivery from the vendor's quarry.  Martin Marietta Kanas City, LLC is the lower cost per load for each of the  scenarios.  The fact that their quarry is located in Greenwood, MO is an advantage for them versus the location of the AA quarry in Kingsville, MO.

                     Department Project Managers reviewed the bids and recommended Martin Marietta Kansas City, LLC be awarded the bid.

                     Departments budget for purchase of rock as part of their annual budget request.

 

Impact/Analysis:

Use of this contract would be based on the annual appropriations approved by the City Council.
