Key Issues:
• The Livable Streets Policy includes streetlighting improvements as a key component for providing safe, multi-modal transportation along key collectors and arterials, such as Lakewood Boulevard
• Funding for the Project was authorized as part of CIP Sales Tax Renewal Fund that was approved by voters in April 2017 and became effective on April 1, 2018
• Construction bids were publicly advertised in accordance with local policies and state statutes
• Capital Electric Line Builders, Inc. was evaluated to be the lowest and best bid for this project.

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 573 for the Lakewood Boulevard Streetlight Improvements Project from Lee's Summit Road to Anderson Drive, to Capital Electric Line Builders, Inc. in the amount of $692,958.50, and authorizing the City Manager to execute an agreement for the same.
Background:
Lakewood Boulevard is located on the north side of town bound by I-470 to the east, Lee's Summit Road to the west, and West and East Lakewood Lake to the south. The roadway is a minor arterial with an average daily traffic (ADT) of about 5,000 vehicles per day. Currently, the lights along Lakewood Boulevard are lights leased from Evergy at intersections, so the lights are spaced in excess of the City's standards for arterial roadways.
The Lakewood Boulevard Streetlight Improvement Plan was funded as part of the 2017 CIP Sales Tax and the funds were allocated for this fiscal year as part of the FY21 Capital Improvement Plan adopted by Council. This project will help improve the safety of travel by installing continuous lighting along the roadway from Lee's Summit Road (City Limits) to I-470. This project includes 76 new streetlights in accordance to the current City requirements for continuous lighting as described in the City's Design and Construction Manual - Section 5800 "Street Lighting". The new system will be constructed using LED bulbs for efficiency. LED bulbs help reduce the cost associated with maintenance, conserve energy, and extend the service life of the bulbs.
Impact/Analysis:
Public Works Engineering issued a bid for Project No. 573 on December 14, 2020. This project's Invitation to Bid was posted for advertisement on the City's website and QuestCDN website. A Pre-Bid conference was held via Zoom video conferencing on January 6, 2021. Three (3) responsive bids were received by the January 15, 2021 , bid opening date. The bids were evaluated, and City staff determined Capital Electric Line Builders, Inc. to be the lowest and most responsible bidder.
