This memorandum of understanding is between the City of Lee’s Summit and the Lee’s Summit R7 School District. Because both entities have the same security camera system, the R7 School District has the ability to share their video feeds with the Lee’s Summit Police Department at no cost. This would provide the following benefits for the City in the event of an emergency at an R7 school:
· Increased situational awareness of first responders when responding
· Increased collaboration between police and fire personnel when responding
· The ability to track emergency events in real time
· The ability to document response operations for future planning and training.
All of these benefits have the potential to make our responses to R7 buildings much more informed and efficient.
This agreement only allows us to access the cameras during emergency situations as outlined in the MOU. There is no cost to this agreement for the City. The city will not be monitoring these cameras during normal school activity.
City Council Motion:
FIRST MOTION: I move for second reading of an Ordinance Authorizing the execution of a memorandum of understanding by and between the City of Lee’s Summit, Missouri and the Lee’s Summit R7 School District for access by the Police Department to certain video systems in the event of an emergency.
SECOND MOTION: I move for adoption of an Ordinance Authorizing the execution of a memorandum of understanding by and between the City of Lee’s Summit, Missouri and the Lee’s Summit R7 School District for access by the Police Department to certain video systems in the event of an emergency.
Recommendation
Staff recommends approval of this memorandum of understanding.
