Issue/Request:

An ordinance approving a sole source agreement in the form of purchase orders between the City of Lee's Summit and MedLine Industries, Inc. for the purchase of COVID-19 testing supplies for an amount not to exceed $100,000.00, and authorizing the City Manager to execute all documents necessary to implement the same on by and behalf of the City and containing an emergency clause.

 

Key Issues:

Testing City staff will give the City the capability to identify and reduce risk of transmission and spread across workforce.  After the City’s initial purchase, the Kansas City region experienced a surge in new COVID-19 cases.  This change in risk, prompted requests to expand testing capacity.  If approved, this purchase order would procure an additional 1,400 test cartridges along with swabs and supplies needed to conduct testing.  The specimen collection and operation of testing platform would be conducted by Fire Department personnel. 

 

Due to the ongoing pandemic and rise in COVID-19 cases in the Kansas City region, the City has an urgent need to secure testing supplies to help preserve the public health and safety.  Accordingly, this ordinance contains an emergency clause.

 

Proposed City Council Motion:

I move for adoption of an ordinance approving a sole source agreement in the form of purchase orders between the City of Lee's Summit and MedLine Industries, Inc. for the purchase of COVID-19 testing supplies for an amount not to exceed $100,000.00, and authorizing the City Manager to execute all documents necessary to implement the same on and behalf of the City by and containing an emergency clause.

 

Background:

The City purchased a point of care testing platform that would allow the City of Lee's Summit to conduct COVID-19 PCR testing in support of continuity of operations within the City workforce. We originally received authorization to procure due to the exigent conditions and scarce resource availability.  To conduct or perform a test the City needs a swab to collect specimen and then the cartridge to complete the test.  Once the City places the specimen in the cartridge it takes approximately 20-30 minutes to process the specimen and provide a result.  The cartridge with PCR testing platform screens for COVID-19, Influenza A, Influenza B, and RSV.  The initial purchase of the testing platform and supplies was less than $50,000.00, but this purchase of additional testing supplies requires City Council approval because the City will spend more than $50,000 on this contract.

 

Impact/Analysis:

Due to global pandemic, the supply chain to acquire laboratory testing equipment and supplies has been disrupted.  This disruption has created challenges for health care providers to access obtain COVID-19 testing resources across the world.
