Issue/Request:

An Ordinance approving a form intergovernmental agreement for emergency dispatch services by and between the City of Lee's Summit, Missouri and various fire districts and authorizing the Mayor to execute the same by and on behalf of the City of Lee's Summit.

 

Key Issues:

-The Fire Department has provided contracted emergency dispatch services since the late 1990s.

-In 2019, the City entered into an agreement with Mission Critical Partners (MCP) to complete an Emergency Dispatch performance audit.

-Due to the performance audit being conducted the City entered into contract extensions through December 31, 2020, so the audit could be completed.

-At the conclusion of the audit a new formula was established that focused on cost recovery.

-All seven of the current agencies have agreed to the new terms and fee structure.

-Agreements are for two (2) years with automatic one (1) year renewals unless terminated as outlined in the agreement.

 

Background:

The City of Lee's Summit Fire Department ("Fire Department") has been providing area fire districts with emergency dispatching services since the late 1990s. The fire districts currently receiving services are: Fort Osage, Sni-Valley, Pleasant Hill, Lone Jack, Prairie Township, Lake Lotawana, and Western Cass.

 

The original agreements provided any all related services to dispatching emergency calls. The established fee for those provided services was based on the assessed valuations of the fire district utilizing a 0.03/100 assessed value. The services provided and the fee structure was approved to be reviewed by the City Council in 2019, via Emergency Management performance audit. Due to the anticipation of the completion of the audit in 2020, the City Council authorized extensions of the current agreements through December 31, 2020 to allow for any changes that maybe found to be necessary.

 

The Emergency Dispatch performance audit was completed in early 2020. At the conclusion of the audit, fire staff continued to work with Mission Critical Partners to establish a new fee structure. The new fee structure will utilize the current assessed value to establish the base rate utilizing a 0.026/100 up to 1,000 incidents; after 1,000 incidents there will be an established per incident rate of $30.00 per incident for year one (1). After year one (1) the base rate established in year one (1) will be increased by 1.5% for up to 1,000 incidents and any incidents over 1,000 will be charged at $32.00 per incident. This structure continues in future years with the per incident rate being capped at a maximum $2.00 per incident increase annually. The Council was provided an overview of the proposed fee structure in May of 2020 and authorized staff to present the new structure to the contract agencies. Since that review, staff has worked with all of the current contract agencies to establish a new agreement outlining the scope of services as well as the new fee structure. All seven of the current fire districts have agreed to the agreement, scope of services, and fee structure.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance approving a form intergovernmental agreement for emergency dispatch services by and between the City of Lee's Summit, Missouri and various fire districts and authorizing the Mayor to execute the same by and on behalf of the City of Lee's Summit.

 

SECOND MOTION: I move for adoption of an Ordinance approving a form intergovernmental agreement for emergency dispatch services by and between the City of Lee's Summit, Missouri and various fire districts and authorizing the Mayor to execute the same by and on behalf of the City of Lee's Summit.
