Community Development Block Grant (CDBG): Coronavirus Relief Funding Allocation #2

Staff is seeking discussion and dialogue with the Committee to determine needs within the community, as well as develop a streamlined process to quickly distribute funding once a need has been identified.

Background
In 1994, Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) Program by the U.S. Department of Housing and Urban Development (HUD). As an Entitlement Community, the City receives an annual allocation of federal grant funding to administer and distribute throughout the community each year.

In April of 2020, City Council approved $372,384 in CDBG funding for program year 2020-21. This allocation was distributed amongst qualifying public service agencies within the community, along with funding for two construction projects and lastly, funding to reimburse the City to administer the program.

Due to the COVID-19 pandemic, the City received a special allocation of $219,061 in CDBG funding from the CARES Act in July 2020. This allocation was to provide relief to low-to-moderate-income individuals affected by the COVID-19 pandemic. After City Council adoption, this funding was distributed to Lee's Summit Social Services to provide rent and utility assistance, and to Developing Potential to provide personal protective equipment to both staff and clients.

The City has been awarded a second allocation of CDBG funding due to COVID-19, in the amount of $ 352,711. This funding must be used to prepare, prevent and respond to COVID-19, while serving low-to-moderate income individuals. At this time, the needs within Lee's Summit are relatively unknown.

In addition to CDBG funding, the City has received and awarded over $ 710,000 in Coronavirus Relief Funding to qualifying non-profits and to local small businesses.
