An Ordinance awarding the bid for Project No. 340 for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc. in the amount of $1,418,820.00, and authorizing the City Manager to execute an agreement for the same.

 

Key Issues:

 

                     The project will replace nearly 6,000 feet of 6-inch vitrified clay sanitary sewer pipe nearing the end of its service life, serving 92 structures.

                     Funding for the Project is funded through the Sewer Construction Fund

                     Construction bids were publicly advertised in accordance with local policies and state statutes.

                     Wiedenmann, Inc. was the sole bidder for this project.

 

Proposed Committee Motion:

I move to recommend to City Council approval of an Ordinance awarding the bid for Project No. 340 for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc. in the amount of $1,418,820.00, and authorizing the City Manager to execute an agreement for the same.

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 340 for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc. in the amount of $1,418,820.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 340 for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc. in the amount of $1,418,820.00, and authorizing the City Manager to execute an agreement for the same.

 

 

Background:

Sanitary sewer segments have been identified that are under the current standard for minimum size and are in poor condition. Many of these lines are in residential backyards. All necessary easements have been acquired by Staff to complete the project. These lines will be replaced to reduce inflow and infiltration and potential for blockage, ensuring continued service to affected customers for decades to come.

Public Works Engineering issued a bid for Project No. 340 on September 30, 2020. This project's Invitation to Bid was posted for advertisement on the City's website and QuestCDN website. A Pre-Bid conference was held via Zoom video conferencing on October 13, 2020.  One (1) responsive bid was received by the October 21, 2020, bid opening date.

Wiedenmann, Inc was the only responsive bidder for this project. The total project budget is $2,000,000 funded from Sewer Construction Fund.   Wiedenmann, Inc. bid is 29% lower than the engineer's estimate of $2,008,100.00.  Wiedenmann, Inc serves as the City's On-Call contractor for Repair Services  for Water, Wastewater, and Stormwater System Infrastructure. Weidenmann, Inc has a history of completing quality work for the City. Based on  Wiedenmann, Inc's record of high quality workmanship on past projects for the City, and reasonable bid price, it is Staff's recommendation to award the construction contract for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc.

 

Impact/Analysis:

Replacing the dilapidated sewer mains will have benefits to the City of Lee's Summit and the customers who are served by the mains, as well as the community at large. Replacing the mains will save Water Utilities from having to make an indefinite number of costly emergency point repairs. The need for these point repairs often is not realized until the sewer backs up into someone's home. This project will help to ensure our residents do not have to endure this hardship. Replacing these mains will also help to alleviate the stress put on our sanitary sewer system from inflow and infiltration of stormwater/groundwater into the sanitary sewer system. This extra loading on the system directly contributes to Sanitary Sewer Overflows (SSO's) where untreated wastewater is discharged directly into our creeks and streams.

Recommendation

The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance awarding the bid for Project No. 340 for the Sanitary Sewer Small Main Replacement Project to Wiedenmann, Inc. in the amount of $1,418,820.00, and authorizing the City Manager to execute an agreement for the same.
