The Committee has discussed the confusion surrounding the majority necessary to pass an item onto Council with a recommendation for approval and the status of an item that fails to pass due to a tie vote or a vote of no. Staff was directed at the last meeting to bring this forward as a discussion item. Attached is the relevant provision of the current rules for your review. Staff has also included some comments regarding the rules in an effort to assist in framing the issues that need to be discussed.
