Title

An Ordinance Amending Chapter 2. Administration, Article II. Council, Division 3. Standing Committees, Section 2-60.1. Composition of Membership, if the Code of Ordinances of the City of Lee's Summit, Missouri for the purpose of expanding the role of the alternate of each City Council Committee.  (Rules 10/1/20)

Body

The attached proposed ordinance would allow the alternate member of each City Council Committee to count for quorum and vote.  The alternate may also participate and vote when a quorum is present but the fourth member of the Committee is absent.  Example: If two regular members of the Committee are present then the alternate would count for quorum, participate and be allowed to vote.  Similarly, if three regular members of the Committee are present then the alternate would also be allowed to count for quorum, participate and vote. In this instance the alternate would serve either as the third or fourth member.  Currently the existing rule only allows the alternate to vote when his or her presence is necessary for the Committee to have a quorum. 

 

One exception is the Legislative and Intergovernmental Relations Committee.  That Committee has three Councilmembers with the Mayor serving in an ex officio capacity as the fourth.  The Mayor counts for quorum and may participate and vote.  Accordingly the alternate would serve as the second or third member but could not serve in the ex officio seat of the Mayor.

 

This proposed ordinance is similar to Ordinance number 8164 passed by the Council in 2017.  The 2017 Ordinance had a one year sunset clause and was not extended in 2018.
