Issue/Request:

An Ordinance approving the use of a Cooperative Contract between Eagle County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.

 

Key Issues:

-Officials at the federal, state, and local level each declared a state of emergency in response to the 2019 novel coronavirus (COVID-19)

-The initial purchase using this contract will be for the purchase of equipment to respond to and mitigate against the spread of COVID-19

-The Fire Department has the need to purchase replacement and new medical equipment from time to time

-The initial purchase of equipment will be using CARES Act funding, totaling more than $50,000.00.

-Estimated expenditure to be paid for with CARES Act funding, $139,687, for nine(9) Zvent Portable Ventilators, including 3-years of preventative maintenance.  The purchase is not a part of the City's current budget.

 

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the use of a Cooperative Contract between Eagle County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.

 

SECOND MOTION:  I move for adoption of an Ordinance approving the use of a Cooperative Contract between Eagle County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.

 

Background:

This is a new cooperative/piggy back contract to purchase medical equipment manufactured by Zoll.  The City in the past has used other cooperative agreements to purchase Zoll equipment.  The new contract will provide a source for the Fire department through November 2023.

 

Impact/Analysis:

Initial purchase in response to and mitigating against the spread of COVID-19, will be made using CARES Act funds, future purchases may be included in the annual budgeting process.

Staff recommends approval of an Ordinance approving the use of a Cooperative Contract between Eagle County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.

The Finance and Budget Committee voted  to recommend to City Council approval of an Ordinance approving the use of a Cooperative Contract between Eagle County Paramedic Services, Public Safety Association Inc. and Zoll Medical Corporation to purchase medical equipment and accessories as needed and authorizing the City Manager to execute all documents necessary to use the same for the City of Lee's Summit, Missouri.
