Key Issues:

 

                     The project will expand automobile parking capacity at Hangar 1 by twenty three parking spaces at the Municipal Airport.

                     Construction bids were publicly advertised in accordance with local policies and state statutes.

                     MegaKC Corporation was evaluated to be the lowest and best bid for this project.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 564 for the Hangar 1 Parking Lot Expansion to MegaKC Corporation in the amount of $145,480.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 564 for the Hangar 1 Parking Lot Expansion to MegaKC Corporation in the amount of $145,480.00, and authorizing the City Manager to execute an agreement for the same.

 

 

 

 

Background:

The existing automotive parking area is inadequate to meet the daily demand for customers and businesses that use Hangar 1.  Currently, daily parking demands are met by placing overflow automobile parking on the aircraft ramp areas.  To reduce the safety risks associated with aircraft and automobile conflicts, the ramp area used for parking, plus a buffer area, must be cordoned off to restrict access to aircraft.  Following the runway expansion projects, aviation activity has increased significantly despite dealing with the COVID-19 restrictions.  The entire apron area will be needed for aircraft parking and staging, so the automobile parking must move.

In planning for this growth, the parking lot expansion was programmed into the FY20 and 21 Airport Capital Improvement Plans adopted by Council.  Those plans authorized funding this project from the permanent Transportation Sales Tax, fund 324.  Relocation of the existing fence and installation of new wall pack lighting will be performed in coordination with this project.

BOAC has been made aware of the staff bid recommendation, and that due to timing and with the Chair's concurrence, the bid recommendation is going straight to PWC.

 

Impact/Analysis:

The construction of the parking lot expansion at Hangar 1 will eliminate the need to park automobiles on the aircraft ramp areas. The parking lot expansion will meet the daily parking demand for employees, customers and businesses located at Hangar 1.

Public Works Engineering issued a bid for Project No. 564 on August 3, 2020.  The project's invitation to bid was posted for advertisement on the City's website and at Quest Construction Data Network.  A non-mandatory pre-bid conference was held via Zoom video conferencing on August 12, 2020.  Three (3) responsive bids were received by the August 24, 2020 bid opening date.  Bids were evaluated by staff and MegaKC Corporation was found to be the lowest and most responsible bidder.
