Draft RFP for Lobby Services

The City engages a lobbyist or lobbying firm to assist in tracking legislation at the State Capital and hopefully to influence the direction of legislation impacting municipalities. Typically we engage a lobbyist for 1 year with two automatic renewals (see attached previous contract). The last time we bid this service was in 2017. It is time to issue a new RFP for the service and select a lobbyist or firm for the upcoming legislative session.
Attached is a draft RFP in anticipation of future Legislative and Intergovernmental Relations meetings for your review and consideration regarding various provisions of the document. It is lengthy but consists primarily of instructions, a draft agreement, and scoring sheets etc. I would direct your attention to sections: Scope of services on page 4 and the term of agreement on page 9. We will also need to discuss whether or not you want to do interviews.
UPDATE for 9-21-20 meeting: At the last meeting of the Committee, staff was instructed to include a statement requesting information related to relationships with legislators. That statement has been added to the RFP in the packet and the packet has been update.
