Title

An Ordinance approving the execution of the funding/approval agreement by and between the City of Lee's Summit, Missouri and the U.S. Department of Housing and Urban Development to utilize a special allocation of Community Development Block Grant funds in response to the coronavirus pandemic.

Key Issues:

In August of 1994, the City of Lee's Summit, Missouri (“City”) was designated as an Entitlement Community eligible to receive Community Development Block Grant (CDBG) funding by the U.S. Department of Housing and Urban Development (HUD). In April, HUD awarded a special allocation ($219,061.00) of CARES Act funds (CDBG-CV) to the City to use to prevent, prepare for, and respond to coronavirus. In July, the City Council approved, passed and adopted via ordinance a substantial amendment to the City’s 2020-2021 Annual Action Plan to incorporate the special allocation of CDBG-CV funds. HUD has approved the City's substantial amendment to the 2020-2021 Action Plan, and the City desires to enter into a Funding Approval/Agreement with HUD in order to receive the allocated CDBG-CV funding.

 

Proposed City Council Motion:

I move for adoption of an Ordinance approving the execution of the funding/approval agreement by and between the City of Lee’s Summit, Missouri and the U.S. Department of Housing and Urban Development to utilize a special allocation of Community Development Block Grant funds in response to the coronavirus pandemic.

 

Impact/Analysis:

No local match is required for the use of HUD CDBG funding.
