Issue/Request:

The Lee's Summit Fire Department offers medical physicals to all its sworn members annually.  National standards for the fire service advise to do these annual medical physicals through NFPA 1582, and are a requirement for federal death benefit eligibility. 

 

Background/Key Issues:

The Lee's Summit Fire Department performs annual physicals on its firefighters to ensure they are capable performing their job duties.  The National Fire Protection Association (“NFPA”) has issued Standard 1582 which outlines an occupational medical program that will reduce risks and provide for the health, safety, and effectiveness of fire fighters operating to protect civilian life and property. The City strives to follow that standard in its medical evaluations.

The Fire Department has used local medical clinics to provide medical and diagnostic evaluations of its firefighters.  During the process the medical clinics were provided the NFPA 1582 standard and were asked to follow those procedures for conducting the firefighter physicals. Based on the rotating staff of physicians at the City’s regular medical provider, the Fire Department had to regularly explain why the NFPA 1582 standard needed to be followed and emphasize the standard’s importance for physicals. When the existing contract expired the Fire Department decided to issue an RFP that continues more detailed specifications that aligned with the standards in NFPA 1582. In an effort to improve the validity of the exams, the City contacted neighboring fire departments to get additional information on how they were conducting their medical exams. 

The RFP notification was sent out to 3 specialized physical companies and the City’s past provider.  In addition to the companies notified directly by the City, 137 companies were notified via our electronic procurement system, 33 accessed the document and the City received 2 responses.  Of the 2 proposals received, SiteMed North America, LLC (“SiteMed”) scored the highest.

SiteMed is a physician owned health care company that specializes in on-site NFPA 1582 firefighter screening exams.  Their physicians lecture and write articles on firefighter health and wellness on the local, state, and national level.  It has performed over 50,000 NFPA 1582 firefighter exams and understand the inherent medical and mental risks fire fighters face.  A comprehensive NFPA 1582 fire fighter evaluation program is essential in keeping fire fighters healthy and reducing health care costs, and associated personnel costs, including sick leave usage.

The City anticipates spending no more than $65,000 per year on this Agreement.

FIRST MOTION: I move for second reading of an Ordinance approving the award of RFP No. 2020-002, for the annual medical physicals of all sworn firefighters to SiteMed North America, LLC for an initial term of one-year with up to four, one-year renewals, and authorizing the City Manager to execute an Agreement for the same by and on behalf of the City of Lee’s Summit, Missouri.

 

SECOND MOTION: I move for second reading of an Ordinance approving the award of RFP No. 2020-002, for the annual medical physicals of all sworn firefighters to SiteMed North America, LLC for an initial term of one-year with up to four, one-year renewals, and authorizing the City Manager to execute an Agreement for the same by and on behalf of the City of Lee’s Summit, Missouri.

Recommendation

Staff recommends the approval of an Ordinance approving the award of RFP No. 2020-002, for the annual medical physicals of all sworn firefighters to SiteMed North America, LLC for an initial term of one-year with up to four, one-year renewals, and authorizing the City Manager to execute an Agreement for the same by and on behalf of the City of Lee’s Summit, Missouri.

On August 10, 2020 the Finance and Budget Committee voted unanimously to recommend approval to City Council an Ordinance approving the award of RFP No. 2020-002, for the annual medical physicals of all sworn firefighters to SiteMed North America, LLC for an initial term of one-year with up to four, one-year renewals, and authorizing the City Manager to execute an Agreement for the same by and on behalf of the City of Lee’s Summit, Missouri.
