                     Two of the project sites have been bid for construction.  Lamp Rynearson has provided scope and fee for construction administration services.

                     Additional survey and design are required on the NE Delta School Road site.

FIRST MOTION: I move for a second reading of An Ordinance authorizing execution of Modification No. 2 to the agreement dated July 16, 2019 (RFQ No. 543-32272) for professional engineering services for stormwater for 4 projects with Lamp Rynearson, for an increase of $30,000.00 with an amended not to exceed amount of $201,700.00 and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of An Ordinance authorizing execution of Modification No. 2 to the agreement dated July 16, 2019 (RFQ No. 543-32272) for professional engineering services for stormwater for 4 projects with Lamp Rynearson, for an increase of $30,000.00 with an amended not to exceed amount of $201,700.00 and authorizing the City Manager to execute an agreement for the same.

 

Background:

The City and Lamp Rynearson entered into an agreement (July 16, 2019) for professional engineering design services for four stormwater projects - SW Blazing Star Drive, SW 34th Street, NE Delta School Road, and SW Pinnell Drive.  NE Delta School Road differed from the other because it is in a commercial / industrial area and that stormwater system serves a larger area.

A conditional assessment of existing stormwater infrastructure was performed at the NE Delta School Road site.  The downstream portion of the pipe system empties into large, corrugated metal pipes (CMP) up to five feet in diameter.  Lamp Rynearson and the city determined that the the larger CMP was deteriorated to the point that it should be replaced to reduce future maintenance.  As a result, additional survey and design is needed.

Another issue with the large CMP sections was that the pipes were not uniform is size and shape.  The segmented system occurred because different section were installed in separate phases as the area was developed in phases.  The standard practices analyze and design stormwater based on property boundaries instead of watershed boundaries, which led to the phased segmentation of this system.

The segmented system creates inefficient flow of water and causes stormwater to backup into the upstream pipe under the streets in this area.  The hydraulic models indicate the backup meets current design criteria.  However, based on the condition of pipe and benefits of reducing the amount of water backup, replacing the large CMP with uniformly sized concrete or plastic pipe will reduce long term maintenance and further reduce the risk of structural flooding in this area.

Conceptual plans and modeling for the Delta School road area was completed.  Lamp Rynearson has proposed the attached scope to add the replacement of the large CMPs as part of this project.  Additionally, this contract modification will authorize construction phase services.

 

Impact/Analysis:

This modification to the agreement will allow the City to expand the survey and design of the NE Delta School Road project area.  This work will be an efficient use of resources to alleviate multiple flooding issues and reduce future maintenance costs to the city.  This modification to the agreement also defines construction administration services to be provided by Lamp Rynearson during construction of all of the improvement sites.
