An Ordinance authorizing the execution of an intergovernmental agreement between the Missouri Highways and Transportation Commission and the City of Lee’s Summit, Missouri for the Statewide Transportation Improvement Program On Call Work Zone Enforcement for the City of Lee’s Summit, Missouri and containing an emergency clause.

 

 

Body

Issue/Request:

The Missouri Highways and Transportation Commission has authorized funds to be used to support Transportation Improvement Program On Call Work Zone Enforcement activities within the City of Lee's Summit beginning July 1, 2020 for a term of five years.  The Police Department is requesting we enter into the intergovernmental agreement to utilize the funds.

 

Key Issues:

The Lee's Summit Police Department desires to provide additional safety to those individuals working, and motorists navigating through work zones, and has indicated its willingness and ability to provide such work zone enforcement.

 

 

Proposed City Council Motion:

FIRST MOTION: I move for second reading of an Ordinance authorizing the execution of an intergovernmental agreement between the Missouri Highways and Transportation Commission and the City of Lee’s Summit, Missouri for the Statewide Transportation Improvement Program On Call Work Zone Enforcement for the City of Lee’s Summit, Missouri and containing an emergency clause.

 

SECOND MOTION: I move for adoption of an Ordinance authorizing the execution of an intergovernmental agreement between the Missouri Highways and Transportation Commission and the City of Lee’s Summit, Missouri for the Statewide Transportation Improvement Program On Call Work Zone Enforcement for the City of Lee’s Summit, Missouri and containing an emergency clause.

 

Background:

When the Missouri Department of Transportation is engaged in a road construction project within the city limits of Lee’s Summit, Missouri, the agency may request enforcement assistance from the Lee’s Summit Police Department.  Officers in patrol vehicles will be present at the road construction sites to alert drivers to the road construction and the need to reduce speed and proceed with vigilance through the construction zone.   Grant funding from the Missouri Highways and Transportation Commission allows officers to be paid overtime to work at the construction zones when called upon by the Commission.

Start:  July 1, 2020

Finish:  June 30, 2025
