Restructure the Design and Construction Manual moving legislative functions into the Unified Development Ordinance.

• Retain current process for changes to materials, methods and details in DCM
• Improve related requirements: security for public improvements and insurance
Background:
The CEDC unanimously recommended approval of the amendment to the Council at their May 13, 2020 meeting.
The Planning Commission unanimously recommended approval of the amendment to the Council at their May 28, 2020 meeting.
