Issue/Request:

Restructure the Design and Construction Manual moving legislative functions into the Unified Development Ordinance.

 

Key Issues:

                     Separate Legislative and Administrative functions

                     Legislative functions  of the UDO

                     Administrative functions of the DCM

                     Modernize and update all requirements and procedures

                     Retain current process for changes to materials, methods and details in DCM

                     Improve related requirements: security for public improvements and insurance

 

Background:

The CEDC unanimously recommended approval of the amendment to the Council at their May 13, 2020 meeting.

The Planning Commission unanimously recommended approval of the amendment to the Council at their May 28, 2020 meeting.

 

Proposed Committee Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving amendments to the City Code and the Design and Construction Manual to implement application #PL2019-358 - Unified Development Ordinance (UDO) amendment changes to Article 2 - Applications and Procedures, Article 3 - Permits and Certificates of Occupancy, Article 7 - Subdivisions and Article 15 - Rules of Interpretation and Definitions to bring process and procedures related to development from the Design and Construction Manual to the UDO and City Code, and update standards and processes for insurance and security related to infrastructure improvements; City of Lee’s Summit, applicant.

 

SECOND MOTION:  I move for adoption of an Ordinance approving amendments to the City Code and the Design and Construction Manual to implement application #PL2019-358 - Unified Development Ordinance (UDO) amendment changes to Article 2 - Applications and Procedures, Article 3 - Permits and Certificates of Occupancy, Article 7 - Subdivisions and Article 15 - Rules of Interpretation and Definitions to bring process and procedures related to development from the Design and Construction Manual to the UDO and City Code, and update standards and processes for insurance and security related to infrastructure improvements; City of Lee’s Summit, applicant.

Councilmember Faith made a motion to recommend City Council approval of this ordinance, seconded by Mayor Pro Tem Lopez.  A voice vote was taken and the motion passed unanimously.
