Issue/Request:
The Lee’s Summit Water Utilities Department wishes to use a Cooperative Contract between Ace Pipe Cleaning Inc and the City of Joplin, LS Contrac 2018-097, to purchase materials and installation for Cast In Place Pipe (CIPP) and Lateral Connection Repairs (LCR).
Key Issues:
-The Water Utilities Department uses CIPP and LCR rehabilitation processes as part of its yearly system renewal program.
-City staff reviewed this contract and several others before selecting this cooperative agreement for use.
-The coordinating agency, City of Joplin, competitively bid this contract as per the rules and regulation of the State of Missouri; Ace Pipe Cleaning was awarded the contract.
-Section 6.1 of the Procurement policy allows the City to use Cooperative purchasing agreements
-Ace Pipe Cleaning has done this work in the past with the City of Lee’s Summit using this cooperative agreement and others like it. The cooperative agreement is LS Contract 2018-097.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of An Ordinance approving the use of the Cooperative Contract, LS Contract 2018-097, for installation of Cast In Place Pipe (CIPP) and Lateral Connection Repairs (LCR) in an amount not to exceed $900,000 and authorizing the City Manager to execute same on behalf of the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of An Ordinance approving the use of the Cooperative Contract, LS Contract 2018-097, for installation of Cast In Place Pipe (CIPP) and Lateral Connection Repairs (LCR) in an amount not to exceed $900,000 and authorizing the City Manager to execute same on behalf of the City of Lee's Summit, Missouri.
Background:
The Lee’s Summit Water Utilities Department regularly performs condition assessments of sewer lines throughout the City. These lines are ranked according to their condition within the drainage basins in which they reside. The proposed work is for line rehabilitation in the areas of greatest need based on those rankings.
Impact/Analysis:
This work is budgeted in the Lee's Summit Water Utilities Department Capital Improvements Plan.
