Issue/Request:

An Ordinance authorizing execution of a Municipal Agreement by and between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for construction and maintenance activities related to the public improvement project designated as Route 291 Intersection Safety Improvements, from just north of 16th Street to just south of Scherer Road-Thompson Drive, Job J4P3255, within the city limits of Lee's Summit, Missouri.

 

Key Issues:

                     The Missouri Department of Transportation (MoDOT) will be installing traffic signals at M291 and Scherer Rd./Thompson Dr., and removing the median crossover at the intersection of M-291 at 16th Street

                     This project is scheduled to begin construction in Spring of 2021.

                     An agreement between the City and MoDOT is necessary for the construction and maintenance of these improvements.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance authorizing execution of a Municipal Agreement by and between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for construction and maintenance activities related to the public improvement project designated as Route 291 Intersection Safety Improvements, from just north of 16th Street to just south of Scherer Road-Thompson Drive, Job J4P3255, within the city limits of Lee's Summit, Missouri.

 

SECOND MOTION: I move for adoption of an Ordinance authorizing execution of a Municipal Agreement by and between the City of Lee's Summit, Missouri, and the Missouri Highways and Transportation Commission for construction and maintenance activities related to the public improvement project designated as Route 291 Intersection Safety Improvements, from just north of 16th Street to just south of Scherer Road-Thompson Drive, Job J4P3255, within the city limits of Lee's Summit, Missouri.

 

Background:

The intersections of M-291 Highway and 16th Street and M-291 at Scherer Road-Thompson Drive meet traffic signal warrants due to accident severity and safety concerns.  The primary purpose of this project is to make safety improvements planned, designed and built by MoDOT as part their M-291 south corridor in Lee’s Summit.  MoDOT intends to install traffic signal control at the subject intersections and make geometric improvements to address these concerns. 

 

The improvements will include closing the median cross over at 16th Street.  The City provided local connectivity in anticipation of the median closure as part of the SW Jefferson Street improvements by connecting Scherer Road from Jefferson to M-291 and connecting Decker Street from 16th to Thompson Drive.  MoDOT’s improvements along M-291 will be done in both City and MoDOT rights-of-way.  The portions of the City roads impacted by the MoDOT project will temporarily become a part of the state system for the duration of construction, and then will be returned to the City upon completion.   Work will start in the Spring of 2021.

 

Impact/Analysis:

This is a typical municipal agreement between the City and MoDOT with regard to MoDOT improvements. This agreement will allow MoDOT to work on City right-of-way and take temporary ownership of City right-of-way for the construction of improvements. The City is required to retain its existing interest in City right-of-way upon completion of the project.  There is no permanent right of way exchange on this project or exchange of funds.
