An Ordinance awarding the bid for Project No. 419 for the Jefferson Street Improvements: Persels Road to Oldham Parkway to MegaKC Corporation, in the amount of $2,589,276.00, and authorizing the City Manager to execute an agreement for the same.   

 

Key Issues:

 

                     This project was recommended in the City's 2006 and 2015 Thoroughfare Master Plans.

                     Project funding for the project was authorized by Council in the City's Capital Improvement Plan from FY17 through FY21.

                     Construction bids were publicly advertised in accordance with local policies and state statutes.

                     MegaKC Corporation was evaluated to be the lowest and best bid for this project.

 

Proposed City Council Motion:

FIRST MOTION: I move for a second reading of an Ordinance awarding the bid for Project No. 419 for the Jefferson Street Improvements: Persels Road to Oldham Parkway to MegaKC Corporation, in the amount of $2,589,276.00, and authorizing the City Manager to execute an agreement for the same.

 

SECOND MOTION: I move for adoption of an Ordinance awarding the bid for Project No. 419 for the Jefferson Street Improvements: Persels Road to Oldham Parkway to MegaKC Corporation, in the amount of $2,589,276.00, and authorizing the City Manager to execute an agreement for the same.

 

Background:

This project will widen and reconstruct Jefferson Street as a two and three lane facility with sidewalk, shared-use path, street lighting from Oldham Parkway to Persels Road, and a traffic signal at Persels and Jefferson. The improvements will match the Jefferson Street improvements south of Persels.  Water and Sewer mains will also be upgraded in conjunction with this project. 

This work was coordinated with the M291 corridor master planning study and downtown trail connection project. This project was initiated with funding from savings accumulated in the 2007 CIP sales tax program.  Unspent bond revenues for related transportation projects will be used to pay for the construction expenses related to the roadway improvements.  The project will promote economic development in the area, improve capacity, create a livable streets connection to Downtown Lee’s Summit, and improve traffic safety.  

Utility relocation work got underway in 2019.  Power, gas and fiber was completed last year.  Construction is expected to begin in early July, and the contract allows for 140 days to achieve substantial completion.  If the work is completed within schedule, the primary work will be completed around Thanksgiving of this year.  Sod, seeding and re-vegetation work may extend into spring of 2021.

Public Works Engineering issued a bid for Project Number 419 on April 20, 2020. This project's Invitation to Bid was posted for advertisement on the City's website and at Quest Construction Data Network. A non-mandatory Pre-Bid conference was held via Zoom video conferencing on April 29, 2020.  One company attended the Pre-Bid Conference. 8 contractors and 4 plans rooms downloaded plans.  Three responsive bids were received by the May 12, 2020 bid opening date.

The lowest bid was about 22% over the Engineer’s final estimate, but well under the project budget.  City staff is recommending to proceed with awarding the construction contract.  The estimate appeared to be low in many of the fixed costs such as mobilization, contractor surveying and staking, demolition, etc.  The paving estimate was also low.  This is a relatively small project, so unit prices and fixed costs tend to be higher than most City roadway projects.  The three bids received were also very close with only a 10% difference between the low and high bids.  Often, this difference among bidders can be as high as 30-50%.  The bids were evaluated by City staff and the Engineer.  MegaKC Corporation demonstrated itself to be the lowest and best bidder.
