A Resolution approving the application for and acceptance of Public Health and Social Services Emergency Funds distributed pursuant to the CARES Act, and authorizing the Mayor to execute any and all forms necessary to apply for and accept the same on behalf of the City of Lee's Summit, Missouri.

Body

Issue/Request:

The federal government enacted the Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27, 2020. The CARES Act provides funding for various entities in response to the COVID-19 pandemic.  Among other things, the CARES Act allocated funds for the purpose of assisting health care providers who diagnose, test, or care for individuals with possible or actual cases of COVID-19, and help providers recover expenses and lost revenues attributable to the virus.

Key Issues:

The Emergency Medical Services provided by the Lee's Summit Fire Department include services to many Medicare recipients. On about April 13, 2020, the City automatically received money from the Public Health and Social Services Emergency Fund.  The distribution of funds is based in part on the prior provision of those Medicare provided services.  The City must sign an attestation within 30 days of receiving the funds in order to retain the funding.  The attestation contains various terms and conditions, such as using the funds only for certain purposes, maintaining open records and acknowledging that the funds are subject to audit. The City intends to apply for additional funds, which will be subject to the same terms and conditions.

Proposed City Council Motion:

I move for the adoption of a Resolution approving the application for and acceptance of public health and social services emergency funds distributed pursuant to the CARES Act, and authorizing the Mayor to execute any and all forms necessary to apply for and accept the same by and on behalf of the City of Lee's Summit, Missouri.
