An Ordinance awarding the bid for Project No. 491-C for the Sampson Road Water Main Replacement (FY19) to Blue Nile Contractors, Inc. in the amount of $552,632.28 and authorizing the City Manager to execute an agreement for the same.
Key Issues:
• The water mains included in this project will replace existing 4-inch lines with 12-inch lines on SW Sampson Road.
• This project is a continuation of the work to the North along Sampson to Scherer Road completed in 2015.
• The water mains included in this project have exhibited increased break rates in recent years and are now due for replacement.
• In total, approximately 5,000 feet of existing water mains will be replaced.

Background:
This water main replacement entails performing work in the following area: SW Sampson Road from the existing 12-inch main to SW Hook Road. This construction will complete a critical loop identified in the Water Master Plan and provide a feed for domestic and fire flows to a growing area of Lee's Summit.
The total project budget is $682,000 funded from the Water Construction Fund and the Water Tap Fund. Blue Nile Contractors, Inc.’s bid is less than the engineer’s estimate of $632,896.00. Based on review by City staff, including past satisfactory work performed by the Contractor, it is our recommendation to award the construction contract for the Sampson Road Water Main Replacement project to Blue Nile Contractors, Inc.

Other Information/Unique Characteristics:
Public Works Engineering issued a bid for Project No. 491-C on March 20, 2020. This project's Invitation to Bid was posted for advertisement on the City's website and QuestCDN website. A Pre-Bid conference was held via Zoom video conferencing on April 6, 2020. Eight (8) responsive bids were received by the April 20, 2020, bid opening date. The bids were evaluated, and City staff determined Blue Nile Contractors, Inc. to be the lowest and most responsible bidder.

Committee Recommendation: The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance awarding the bid for Project No. 491-C for the Sampson Road Water Main Replacement (FY19) to Blue Nile Contractors, Inc. in the amount of $552,632.28 and authorizing the City Manager to execute an agreement for the same.
