An Ordinance approving the award of RFQ #2020-061 to Stearns, Conrad and Schmidt, Consulting Engineers, Inc., dba SCS Engineers, for a one year contract with four possible one-year renewal options for On-Call Environmental Professional Engineering Services and authorizing the City Manager to enter into an agreement for the same.

FIRST MOTION: I move for a second reading of an Ordinance for the award of RFQ #2020-061 to Stearns, Conrad and Schmidt, Consulting Engineers, Inc., dba SCS Engineers, for a one year contract with four possible one-year renewal options for On-Call Environmental Professional Engineering Services and authorizing the City Manager to enter into an agreement for the same.
SECOND MOTION: I move for adoption of an Ordinance for the award of RFQ #2020-061 to Stearns, Conrad and Schmidt, Consulting Engineers, Inc., dba SCS Engineers, for a one year contract with four possible one-year renewal options for On-Call Environmental Professional Engineering Services and authorizing the City Manager to enter into an agreement for the same.
Background:
Several divisions of Public Works and other City departments require environmental engineering services. Primary tasks will be to meet the City's landfill post-closure and airport regulatory requirements and responsibilities. Services may be required to meet National Pollutant Discharge Elimination System (NPDES) permit requirements for other City facilities and Capital Projects. SCS is also qualified to conduct Phase I and Phase II Environmental Site Assessments as part standard due diligence work in advance of real estate transactions. This agreement will make SCS Engineers available as needed throughout the City through a consolidated contract. The budgets for each program or project include funds which were approved by Council as part of the annual budget process.
Impact/Analysis:
If not approved, Staff will be unable to perform activities required to meet regulatory requirements.
Timeline:
Start: July 1, 2020
Finish: 1 to 5 years, depending on renewals.
Other Information/Unique Characteristics:
The Public Works Department issued RFQ #2020-061 on March 2, 2020. The RFQ was advertised on the City website and www.PublicPurchase.com. 22 firms viewed and downloaded the request for qualifications. 3 firms responded. An evaluation team selected SCS Engineers as the best qualified.
