Title

An Ordinance approving the City of Lee's Summit Entitlement Community Development Block Grant (CDBG) 2020-2021 Annual Action Plan. (CEDC 3/11/2020)

Body

Issue/Request:
Approval of the 2020-2021 CDBG Annual Action Plan

Key Issues:
To receive CDBG funding from HUD for the 2020-21 program year, the City is required to submit an Annual Action Plan that lays out the community's goals and objectives for the grant program as well as programs and projects to be funded to implement the 2020-24 Consolidated Plan. The City Council needs to adopt the proposed 2020-21 Action Plan by ordinance.

Proposed City Council Motion:
FIRST MOTION: I move for second reading of an ordinance approving the City of Lee's Summit Entitlement Community Development Block Grant (CDBG) 2020-2021 Annual Action Plan.

In addition, the City has surplus funds in the amount of $21,067 remaining from prior year CDBG activities due to cancellations. Due to a decrease in funding received from HUD and an increased number of applications for the capped public service category, we are not able to fully fund each applicant's request. Staff confirmed with each public service applicant that they would accept less funding and that their programs would not be discontinued.

To receive this grant, HUD requires that the City submit an Annual Action Plan each ye...
