Issue/Request:

An Ordinance approving an agreement for Professional Engineering Services between the City of Lee's Summit, Missouri, and Transystems Corporation for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046) for an amount not to exceed $1,114,598.00 and authorizing the City Manager to execute an agreement of the same. 

 

Key Issues:

                     The Pryor Road Improvement project was authorized by voters as part of the renewal of the Capital Improvements Sales Tax in 2017

 

                     City Council formally programmed funding for the project as part of the FY2020 Capital Improvement Plan (CIP)

 

                     City Staff Issued RFQ No. 2020-046 to conduct a Qualification Based Selection for professional engineering services, in accordance with state statutes and local procurement policies

 

                     TranSystems was selected for the project and satisfactorily conducted negotiations for scope and fee with City Staff

 

Proposed City Council Motion:

 I move for a adoption of an Ordinance approving an agreement for Professional Engineering Services between the City of Lee's Summit, Missouri, and Transystems Corporation for the Pryor Road Improvements from Longview Road to Hook Road (RFQ No. 2020-046) for an amount not to exceed $1,114,598.00 and authorizing the City Manager to execute an agreement of the same.   

 

Background:

Improving Pryor Road from Longview Road to Hook Road was approved by voters as part of the 2017 CIP Sales Tax renewal election in November 2017.  The preliminary budget for the project was authorized when the FY 2019 CIP was recommended for approval by the Planning Commission and then adopted by Council Resolution. 

 

The project will re-construct approximately 2.6 miles of Pryor Road from Longview Road to Hook Road as shown in the City’s 2006 and 2016 Thoroughfare Master Plan documents.  The primary reasons for this project is to enhance access to several undeveloped and underdeveloped properties and encourage economic activity.  This segment of Pryor Road was built as an interim road in accordance with the City’s Unimproved Road Policy.  As part of the policy guidance, interim 2-lane roads should be upsized to fully build out roads when traffic volumes surpass certain benchmarks.  Pryor Road traffic volumes are near those benchmarks, and proposed development work in the area will generate significantly more traffic so that the current road should be widened.  This project will facilitate future growth in the area.

 

Improvements will include widening the road to four lanes with a median, access management, intersection site distance improvements, multi-use path, sidewalks, street lighting, enclosed storm drains, permanent traffic signal, and utility work.  The street will incorporate several livable street features and coordinate with the Park Departments greenway master plan.  Ancillary work may include temporary and permanent easement and permanent right of way acquisition will occur in 2020.  Pending successful easement acquisition, the project would be built in 2022.  TranSystems will be responsible for land surveying services, engineering design, environmental permitting, traffic control plans during construction, coordinating with key stakeholders, utility coordination.

 

Impact/Analysis:

This is the City's standard agreement between the City and a consulting engineering firm with regard to engineering services.  This agreement will allow Transystems Corporation to provide engineering services to the City.

Start: Spring 2020

Finish: Fall 2022

 

Other Information/Unique Characteristics:

RFQ No. 2020-046 was publicly advertised starting December 9, 2019.  The RFQ was advertised using the City’s web site and www.PublicPurchase.com to notify potential vendors.  39 potential vendors viewed the RFQ, and seven firms submitted responsive qualification submittals by the January 3, 2020 closing date.  From that list of seven, three firms were selected for an interview.  After the interviews on January 29, 2020 Transystems Corporation was selected as the most qualified engineering firm to design the project.
