Key Issues:

 

                     Traffic conditions at SE Bailey Road and SE Hamblen Road met several traffic signal warrants in June 2017

                     The proposed traffic signal will address safety, operational needs to better accommodate increased traffic associated with continued development activity and city growth

                     This signal project was authorized in the FY 2020 Capital Improvement Plan (CIP) adopted by Council in May of 2019

                     The project will be funded from the 2017 CIP Sales Tax Renewal

•    The delay in award caused by the necessary cancellation of meetings put critical strain on this safety project's timeline. Signal projects have a very long lead time to fabricate the steel poles and mast arms.  We need this signal up and running before school starts in fall due to the close proximity to the bus barn to limited the impact on safe school transporation.

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the award of bid for Project No. 713 for the Bailey and Hamblen Signal Project to Capital Electric Line Builders, Inc. in the amount of $345,824.50, and authorizing the City Manager to execute an agreement of the same, and containing an emergency clause.   

 

SECOND MOTION:  I move for adoption of an Ordinance approving the award of bid for Project No. 713 for the Bailey and Hamblen Signal Project to Capital Electric Line Builders, Inc. in the amount of $345,824.50, and authorizing the City Manager to execute an agreement of the same, and containing an emergency clause.

 

 

Background:

 

The existing all-way stop intersection meets standard traffic signal warrant criteria, based on a study performed by staff in June 2017.  The project will construct a new signal at the intersection of SE Bailey Road and SE Hamblen Road.  The new signal will include pedestrian accommodations, such as actuated push buttons and pedestrian signals, overhead vehicular signals, vehicle detection and traffic signal interconnect.  New sidewalk and curb ramps will also be installed for ADA compliance as well as connectivity with sidewalks to the east. 

The construction can start in June.  The work will first install underground conduits, pole base foundations, sidewalk, and curb ramps.  Local steel fabricators have a significant backlog of work, so fabricating the steel poles and mast arms may take 4 to 6 months.  This extended time may delay the pole installation until late fall/early winter depending on weather conditions.

Public Works Engineering issued the bid for Project No. 713 on February 18, 2020.  The bid was advertised and potential bidders were notified through QuestCDN and on the City website.  A Pre-Bid Conference was held on February 26, 2020.  Two (2) responsive bids were received by the March 10, 2020, bid opening date. Both bids received were within the project budget.  Traffic signal work is somewhat specialized and there are very few contractors in the KC Metro area that do the work, all currently very busy, and contractors from outside the area have not traveled to bid in this market.  Capital Electric Line Builders, Inc. was determined to be the lowest and most responsible bidder by City staff. 

 

Impact/Analysis:

 

 The addition of a signal at this location will help increase safety at this location by reducing the number and severity of right angle crashes and provide added safety for pedestrians crossing at the intersection.

       

 

Timeline:
