Issue

An Ordinance approving the award of bid for Project No. 422-C  for the SW 3rd Street Improvements from Pryor Road to Murray Road to Radmacher Brothers Excavating Company, Inc. in the amount of $4,638,738.10, and authorizing the City Manager to execute an agreement of the same. 

 

Key Issues:

                     The project will improve safety and capacity of this section of major arterial roadway.  

•    The improvements were recommended in the Thoroughfare Master Plan to address existing and long term traffic operational demands.

•    The 3rd Street Improvements Project is being funded from the cost savings accrued in the 2007 CIP Sales Tax renewal fund.    

•    Award of this bid was delayed by necessary meeting cancellations due to the outbreak of COVID-19.

•    Any further delays would requiring wintering the project. Wintering the project significantly extend disruptions to traffic along 3rd street which will increase the safety risks to the travel public as well as delays.  The work extension would also significantly impact the residents along the road by extending restricted access, construction traffic, noise, and safety driving to and from.  An extension also runs the risk of potential delay claims by contractor and causing the work to go beyond the expiration date of temporary construction easements (TCEs) obtained through condemnation.   Those TCE would present the need to go back to court to extend the easements and pay additional for the extend use of TCEs

 

Proposed City Council Motion:

FIRST MOTION:  I move for a second reading of an Ordinance approving the award of  bid for Project No. 422-C for the SW 3rd Street Improvements from Pryor Road to Murray Road to Radmacher Brothers Excavating Company, Inc. in the amount of $4,638,738.10, and authorizing the City Manager to execute an agreement of the same, and containing an emergency clause. 

 

SECOND MOTION:  I move for adoption of an Ordinance approving the award of  bid for Project No. 422-C for the SW 3rd Street Improvements from Pryor Road to Murray Road to Radmacher Brothers Excavating Company, Inc. in the amount of $4,638,738.10, and authorizing the City Manager to execute an agreement of the same, and containing an emergency clause.  

 

 

Background:

 

The improvements were recommended in the City’s Thoroughfare Master Plan to address existing and long term traffic operational demands.  The project will improve safety and capacity of this section of major arterial roadway to meet those needs.

 

The 3rd Street project was initially funded in 2016 as part of a City Council review process to allocate savings from the 2007 CIP Sales Tax renewal.  During that process, City Council reviewed a long list of transportation projects that were recommended in the City’s thoroughfare master plan. 

 

The design and right of way acquisition for this project were completed in 2019.  Utility relocation were started in 2019 with work completed by AT&T.  Spire Gas company and Evergy are currently relocating utilities in advance of the construction work for this project.

 

The project will remove existing pavement, and the current three lane road will be reconstructed as a four-lane road with left turn lanes.  A median will be constructed along much of the project for access management to improve the flow of traffic and improve traffic safety.  Sidewalks will be built on both sides of the street, street lights will light the corridor, and a traffic signal will be installed at the intersection of 3rd Street and Murray Road.  Also included in construction is new enclosed storm drainage, water line replacement, and a small sanitary sewer extension.

 

Public Works Engineering issued  bids for Project No. 422-C on February 14, 2020.  The bid was advertised and potential bidders were notified through QuestCDN and on the City website.  A pre-bid conference was held on February 24, 2020.  Four (4) responsive bids were received by the March 9, 2020 bid opening date.  Radmacher Brothers Excavating Company, Inc. was determined to be the lowest and most responsible bidder by City staff. 

 

 

Impact/Analysis:

Public Works Engineering staff and Olsson have reviewed the bids and recommend awarding the contract to Radmacher Brothers Excavating Company, Inc. in the amount of $4,638,738.10.
