Title

Issue/Request:
Discussion on the request to amend Ordinance No. 8537, Chapter 13 Fire Prevention and Protection, amended 2018 Edition of the International Fire Code, Section 5601.1.3 Fireworks, to allow individuals to use approved fireworks on July 3, July 4, and July 5, 2020 to coincide with the July Fourth holiday falling on a Saturday and allowing the legal use of fireworks on Sunday, July 5.

The current ordinance allows for the use of Division 1.4G fireworks within the city limits on July 2 and 3 of each year between the hours of 10:00 a.m. and 11:00 p.m., on July 4 of each year between the hours of 10:00 a.m. and Midnight. The dates originally approved with the fireworks regulations in 2006 included the date of July 5. This date was removed from the regulations in 2007. Since that time there have been no changes to the allowed dates of discharge or provisions made to adjust the dates depending on where the holiday fell during the week.

Proposed Council Motion:

I move for adoption of an Ordinance amending Chapter 13 of the Code of Ordinances of the City of Lee's Summit, Missouri, Article III. Fire Code, to modify the approved dates and times to discharge approved consumer fireworks.


Background:
The dates and times for fireworks discharge were last amended in 2007. The days for legal disharge were reduced from four to three days, removing July 5th.
