An Ordinance approving the use of a cooperative contract between Houston-Galveston Area Council of Governments and AeroClave LLC to purchase emergency preparedness and safety equipment to decontaminate City vehicles and facilities to better protect employees and the public from the spread of COVID-19 and other infectious diseases, and authorizing the City Manager execute the necessary documents to procure such items for the City of Lee’s Summit, Missouri, and containing an emergency clause.

Issue/Request:
The City desires to purchase portable, aerosolized decontamination systems to improve disinfection of vehicles and rooms in order to better protect our employees and the public from the spread of COVID-19 and other infectious diseases. Such systems are designed to improve the effectiveness and efficiency in disinfecting areas.

AeroClave LLC. manufactures two types of portable decontamination systems that fit the needs of the City--the RDS 6110 (for large spaces) and the RDS 3110 for vehicles and smaller rooms. These units can be used for manual or remote applications of disinfectant.

These devices are available for purchase by the City via cooperative contract between the Houston-Galveston Area Council of Governments and the manufacturer, AeroClave, LLC.

This proposed ordinance also contains an emergency clause, pursuant to Section 3.13(f) of the City Charter of the City of Lee’s Summit, Missouri. Per Section 3.13(f), an ordinance may be passed as an emergency ordinance on the day of its introduction in an emergency if it receives an affirmative vote of two-thirds of the entire Council. In response to the spread of COVID-19, the United States and the State of Missouri have each declared a state of emergency. The purchase of these supplies and this equipment is necessary for the immediate preservation of the public health and safety and to limit the spread of COVID-19.
