Public Hearing: Lee's Summit 2020-21 Community Development Block Grant Action Plan

In 1994, Lee's Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) program by the U.S. Department of Housing and Development (HUD), which gives the City the authority to administer the grant in our community. As a CDBG grantee, the City is required to prepare, adopt and submit to HUD for approval a Consolidated Plan every five years, as well as a corresponding Annual Action Plan. In 2019, the City Council adopted the 2020-2024 Consolidated Plan, so this will be the first year of the new Consolidated Plan cycle. HUD awards an annual grant to the City to support local programs and projects primarily benefitting low-to-moderate income persons and households. In February, it was announced that the City was awarded $372,384 in grant funds for program year 2020-21. Due to a decrease in funding received from HUD and an increased number of applications for the capped public service category, we are not able to fully fund each applicant's request. Staff confirmed with each public service applicant that they would accept less funding and that their programs would not be discontinued.

The City is required to adopt an annual action plan for each program year summarizing local actions to be taken to address specific needs of the community's low-to-moderate income persons. The Action Plan must also focus on carrying out activities that meet priority needs of the community as identified in the Consolidated Plan. The attached draft Action Plan has been prepared through a public process, which includes a press release, a funding application period, staff evaluation and prioritization of the applications received, staff funding allocation recommendations and the drafting of the Action Plan.
