Discussion of Painting Addresses on Curbs

Residents have inquired about whether or not painting addresses on curbs is allowed by the City.
Key Issues:
* Public safety departments do not require, recommend or rely on painted addresses on curbs to locate properties.
* The practice is not allowed by Section 9.060 of the Unified Development Ordinance(UDO).

Background:
This topic has been discussed at the City Council levels several times in the past, as evidenced by the attached background information. A concern expressed in the past was the way the providers of this service characterized the work as recommended or required by public safety agencies. Public safety departments do not require, recommend or rely on painted curb addresses to locate properties and selling the service under those pretenses would be fradulent. It is also unclear whether the providers were legitimate businesses licensed to operate in Lee's Summit.
As in 2001, Law Dept. has confirmed that painting addresses on the curbs violates the section of the UDO concerning Prohibited Signs. Item 9.060.Q specifically lists private signs on public property as prohibited.
