Key Issues:
• The 3rd Street Improvements Project was funded from the cost savings accrued in the 2007 CIP Sales Tax renewal fund.
• The City and Olsson entered into an agreement dated April 17, 2017 (RFQ No. 422-32272) for professional engineering services.
• The City desires to modify the base agreement with Olsson to provide additional engineering services during construction.
Proposed City Council Motion:
FIRST MOTION: I move for a second reading of an Ordinance approving Modification No. 3 to the Agreement dated April 17, 2017 (RFQ No. 422-32272) between the City of Lee's Summit, Missouri, and Olsson, for professional engineering services for SW 3rd Street Improvements from Pryor Road to Murray Road for an increase of $52,476.00 with a not to exceed amount of $662,229.00, and authorizing the City Manager to execute an agreement of the same for the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of an Ordinance approving Modification No. 3 to the Agreement dated April 17, 2017 (RFQ No. 422-32272) between the City of Lee's Summit, Missouri, and Olsson, for professional engineering services for SW 3rd Street Improvements from Pryor Road to Murray Road for an increase of $52,476.00 with a not to exceed amount of $662,229.00, and authorizing the City Manager to execute an agreement of the same for the City of Lee's Summit, Missouri.
Background:
Following the qualification based selection process, Olsson was selected to perform the professional engineering services for the SW 3rd Street Improvements project. An agreement between the City and Olsson was executed on April 17, 2017, and Olsson has provided the City with the Scope of Basic Services outlined in the original agreement.
The City has advertised for the construction of the SW 3rd Street Improvements with a bid opening date of March 9, 2020. Engineering support during construction from the engineer of record is part of the current standards of practice to ensure the project is completed as intended. This contract modification is intended to coincide closely with the construction bidding process to ensure these engineering services are authorized before the construction work begins. Typically, construction services are not included in the original design contract because the design, proposed construction, and schedule will change through the design process. Waiting until after the final plans are complete allows the construction services scope to be modeled on the actual work to be completed.
The Contractor will be required to submit shop drawings from fabricators and materials certifications from suppliers which will be reviewed by the design engineer to ensure conformance with the project’s plans and specifications. Other support during construction will include answering requests for information from the Contractor, conducting site visits, attending progress meetings, preparing plan revisions as needed to fit the actual conditions in the field, reviewing change orders, and preparing record drawings for City records.
Timeline:
Construction for this project is scheduled to begin May 2020.
