An Ordinance amending Chapter 2. Administration, Article III. Officers and Employees, Division 1. Ethics, Financial reporting and Code of Conduct, Subdivision III. Code of Conduct of the Code of Ordinances of the City of Lee’s Summit, Missouri, by enacting a new section 2-82 Social Media., for the purpose of establishing rules related to the use and archiving of social media by elected officials. At the November meeting of the Rules Committee, staff made a presentation related to the need to begin archiving the official social media accounts of elected officials including City Councilmembers. At that time staff was directed to draft a policy/rule for discussion at a future meeting. Staff has drafted two items, one is a policy that could be approved by resolution and the other is a rule that would be codified as an ordinance. The intent of archiving the social media accounts is to ensure compliance with applicable provisions of the Missouri Secretary of State record retention regulations as well as the Missouri Sunshine Law and also to provide for greater transparency in the conduct of official business.
**Update 1-29-20 - At the meeting of the Rules Committee on 1-2-20 the members of the Committee provided staff direction related to certain changes to the proposed ordinance. Amendments have been made and staff is prepared to discuss the updates.
*** Update 2-12-20 - At the meeting of the Rules Committee on 2-6-20, additional suggested changes were discussed and staff directed to incorporate the changes for further discussion.
