Issue/Request:
An Ordinance amending the Schedule of Fees and Charges to establish a Card Payment Service Fee for payments made through the Water Utilities website for the City of Lee's Summit, Missouri.
Key Issues:
The City is in the process of implementing service fees for the use of debit or credit cards when customers make payments to the City. The City will be able to pass along the cost of card processing fees to those customers who choose to pay with a debit or credit card. The City previously approved the Schedule of Fees to include a fee of up to 3% for such service fees.
The software being used for the Water Utilities website offers special features that require additional fees to a third party vendor, thereby requiring use of a flat fee payment rather than a percentage fee. That fee is anticipated to be established at a rate of $2.95 per transaction. The fee is subject to some fluctuation over time based on volumes and average ticket size. We are establishing the rate on the Schedule of Fees to be authorized as “up to $3.25 per transaction” to accommodate those potential future fluctuations.

FIRST MOTION: I move for second reading of an Ordinance Amending the Schedule of Fees and Charges to Establish a Card Payment Service Fee for Payments made through the Water Utilities Website for the City of Lee's Summit, Missouri.
SECOND MOTION: I move for adoption of an Ordinance Amending the Schedule of Fees and Charges to Establish a Card Payment Service Fee for Payments made through the Water Utilities Website for the City of Lee's Summit, Missouri.
