Issue/Request:

An Ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and the Park Ridge Community Improvement District for additional street lights within the Trails of Park Ridge - 4th Plat, and authorizing the City Manager to enter into an agreement for the same.

 

Key Issues:

                     A street light agreement is needed for additional street lights to be leased by the City from Evergy for the Trails at Park Ridge Subdivision - 4th Plat.

                     Additional street lighting is needed that exceeds the City standards for residential subdivision lighting (Resolution 06-04).

                     Three (3) additional lights are proposed to meet the roadway design criteria as elected by the developer/engineer.

                     The City will not be responsible for costs incurred by the additional street lights that exceed the City street light standards.  Actual costs for these street lights billed to the City by Evergy will be reimbursed to the City by the Park Ridge Community Improvement District annually in perpetuity.  

 

Proposed City Countil Motion:

FIRST MOTION:  I move for a second reading of an Ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and the Park Ridge Community Improvement District for additional street lights within the Trails of Park Ridge - 4th Plat, and authorizing the City Manager to enter into an agreement for the same.

 

SECOND MOTION:  I move for adoption of an Ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and the Park Ridge Community Improvement District for additional street lights within the Trails of Park Ridge - 4th Plat, and authorizing the City Manager to enter into an agreement for the same.

 

 

 

Background:

The Trails of Park Ridge - 4th Plat is an addition to the Trails of Park Ridge subdivision which abuts the east side of the Trails of Park Ridge - 1st Plat, formerly Savanna Woods - 1st Plat. The approved development plans associated with the Trails of Park Ridge - 4th Plat will expand the residential street network through the new portion of the subdivision.  Currently, NE Parkwood Drive is terminated with a temporary cul-de-sac at the southeast corner of the Trails of Park Ridge - 1st Plat.  The Trails of Park Ridge - 4th Plat development will extend NE Parkwood Drive continuing to the northeast, ultimately connecting to NE Woods Chapel Road. 

 

Due to the design selected by the developer/engineer, NE Parkwood Drive will result in a vertical sag curve too tight to safely be traveled by vehicles with headlights without street lighting.  This will create inadequate safe stopping sight distance for nighttime conditions without street lighting.  Furthermore, street lights otherwise provided by the City's standards for residential subdivision lighting (Resolution 06-04) do not meet the minimum design criteria to meet these safe stopping sight distance conditions.  In order to accommodate safety and provide sufficient lighting for the roadway design provided by the developer/engineer, staff has required additional lighting in accordance with the City's design criteria ("Section 5800 - Street Lighting").

 

To achieve the continuous lighting required for a residential collector, a photometric plan has been approved with three additional street lights along the designed sag curve for NE Parkwood Drive.  Normally, a redesign of the roadway would be required so that lighting is not necessary.  However, re-designing an existing roadway would adversely impact not only the existing road but also existing homes along that road.  Due to the potentially adverse impacts to existing homes and streets, the developer/engineer, Park Ridge Community Improvement District, and staff are in agreement with the proposal and terms of the subject Street Light Agreement.

 

Impact/Analysis:

The City will not experience any cost associated with the additional street lights.  The City will issue annual billing to the Park Ridge Community Improvement District for reimbursement of actual costs City incurs from Evergy related to these three additional leased street lights covered by the agreement.

The Public Works Committee voted unanimously 4-0 to recommend to City Council approval of an Ordinance authorizing the execution of an agreement by and between the City of Lee's Summit, Missouri, and the Park Ridge Community Improvement District for additional street lights within the Trails of Park Ridge - 4th Plat, and authorizing the City Manager to enter into an agreement for the same.
