Issue/Request:

Approve Change Order #4 to the contract with Motorola Solutions for the MARRS Radio Project, an increase of $163,449.34 for a revised contract price of $8,418,676.41.

 

Key Issues:

                     Two additional radios are needed to fill central maintenance facilities needs that were idenitified after initial planning assessment.

                     Lee's Summit and Excelsior Springs are the newest members of the Metropolitan Area Regional Radio System (MARRS)

                     Lee's Summit and Excelsior Springs are the only phase 2 participants in the MARRS system.

                     Phase 2 systems have twice the available use capacity than Phase 1 systems

                     Dynamic transcoding hardware/software is needs to be added to allow Phase 1 participants to communicate with Phase 2 participants without effecting the capacity of the Phase 2 systems

 

Background:

The MARRS radio project was begun in 2017 and is due to be completed in the first few months of 2020. Lee's Summit and Excelsior Springs are the newest additions to the MARRS project. Both cities systems are considered Phase 2 systems. A Phase 2 system is enhanced over a Phase 1 systems and has double the channel capacity, therefore doubling the radio traffic capacity over its Phase 1 counterparts.  Phase 1 systems will be upgrading in the future, but there are no definitive plans on when that transition will occur.

Lee's Summit commonly works hand in hand with other jurisdictions such as Kansas City and  Independence. In addition, we have some agencies, such as the Jackson County Sheriff’s Department, Missouri State Highway Patrol, Blue Spring School District Police and Metropolitan Community College Police Department that currently work within our city. The ability to communicate with these jurisdictions is paramount everyday work but especially in a critical incident.

One of the issues that has developed though the implementation of this system, is the discovery that when a phase 1 system user communicates with a phase 2 user, or simply scans a phase 2 frequency, that action brings the phase 2 system down to phase 1 capacity levels for the duration of that action, thus cutting the channel capacity for the phase 2 system in half.

The addition of hardware/software known as dynamic transcoding, will correct this problem and allow phase 1 and phase 2 systems to connect to each other without adversely affecting the phase 2 system.

Proposed Committee Motion:

I move to recommend to City Council for approval of an Ordinance approving Change Order #4 to the Communications System Agreement between the City of Lee’s Summit and Motorola Solutions, Inc., an increase of $163,449.34 for a revised contract price of $8,418,676.41 for the Metropolitan Area Regional Radio System Project, and authorizing the City Manager to execute the same.

FIRST MOTION: I move for second reading of an Ordinance approving Change Order #4 to the Communications System Agreement between the City of Lee’s Summit and Motorola Solutions, Inc., an increase of $163,449.34 for a revised contract price of $8,418,676.41 for the Metropolitan Area Regional Radio System Project, and authorizing the City Manager to execute the same.

 

SECOND MOTION: I move for adoption of an Ordinance approving Change Order #4 to the Communications System Agreement between the City of Lee’s Summit and Motorola Solutions, Inc., an increase of $163,449.34 for a revised contract price of $8,418,676.41 for the Metropolitan Area Regional Radio System Project, and authorizing the City Manager to execute the same.

Finance and Budget Committee (January 13, 2020): A motion was made by Vice Chair Lopez, seconded by Councilmember Forte, that Bill No. 20-20 be recommended for approval to the City Council. The motion carried by unanimous vote.
