Comprehensive Plan Update - Consultant Selection Process

Issue/Request:
The City’s current Comprehensive Plan was adopted in 2005 and has subsequently been amended 16 times to accommodate utility master plans and specific area plans. The typical life of a comprehensive plan is 10 years as community input is integral to forming goals, policies and objectives to determine how the City should grow. While the existing plan has served the City well, policy language needs to be updated through dialogue with the public. The Ignite process has started a community conversation about the future of the City. The Comprehensive Plan is a continuation of the Ignite conversations, and is an implementation piece of the overall Ignite Strategic Plan.
The Request For Qualifications (RFQ) process for the consultant began in August of 2019. The scope included the following elements:

History- Focusing on the history of development, growth, geography and the built environment
Existing Conditions
Review, update and integration of relevant City plans
Demographics and Projections
Housing Strategies
Design Guidelines
Transportation
1. Public transit
2. Multi-modal transportation systems
3. Introduction into and projected impacts of Autonomous Vehicles (AV’s)
4. Ride sharing technologies
Public Infrastructure
Public Facilities
Public Safety Sustainability and overall environmental conditions
Emergency Preparedness and Resiliency
Market Analysis:
1. Conduct analysis of market opportunities
2. Identify initiatives to maximize development potential
3. Designate redevelopment areas
Economic Development Strategies and Opportunities
1. Conduct regional market analysis
2. Identify infill opportunities in and around the Central Business District for the short-term, mid-term and long-term enrichment of the community
