Body
In May 2019, the City Council Rules Committee gave staff direction to begin working on a new set of procedural rules of order to replace Robert's Rules of Order currently utilized by the City Council. It was the desire to the Committee to attempt to draft a simplified rules system that would allow for easier understanding of the various procedural rules.

This ordinance, entirely re-orders the portions of Chapter 2 of the Code of Ordinances pertaining to the City Council Rules of Order as well as the rules related to Committees. Additionally, this ordinance entirely replaces Robert's Rules of Order except for the instance where the rules would not happen to address particular issues. The new Rules of Order generally do not dramatically change any procedure of the City Council or Committees but do attempt to distill the rules into a more easily understood whole, provide clarity in certain areas and reduce confusion surrounding the proper application of parliamentary procedure for City Council meetings.

At the October meeting of the Committee, Members reviewed the proposed rules and gave direction on certain edits to be made to the document. Those edits were made and following discussion the Ordinance was forwarded to the City Council with a recommendation for approval. The document as edited is attached to this packet.
