Key Issues:
Since 2009, the City has had an intergovernmental agreement with Cass County in which it pays Cass County three and one-half percent (3.5%) of tax collections in exchange for the County's services in billing and collecting taxes due on all real and personal property within both Lee’s Summit and Cass County.
Cass County is now seeking to update that prior contract. The updates version will formalize some of the procedural details already in place and adds the provision for including nuisance abatement costs on the property owner's annual tax bill by certifying them for addition to bill. Without the nuisance abatement addition, the City would need to wait until the property sold the property to recover those costs.
From March 1, 2018 to February 28, 2019 (the fiscal year end for Cass County), Cass County collected a total of $907,672.62 on behalf of the City and retained $31,768.55 as their 3.5% fee for the billing and collection services.
Because the Cass County is a political subdivision, the Agreement between the City and Cass County must be approved by the governing body of City and executed by the Mayor, pursuant to relevant state law and City Charter provisions.

FIRST MOTION: I move for second reading of an Ordinance authorizing the Mayor to enter into an intergovernmental agreement with Cass County, Missouri to provide property tax billing and collection services for City of Lee's Summit residents living in the Cass County.
