A Resolution repealing Resolution 18-20 and directing staff to accept and process applications for activities related to medical marijuana as required by Article 14, Section 1 of the Missouri Constitution.
Body
On November 6, 2018 the voters of the State of Missouri approved Constitutional amendment 2 that provided for the legalization of medical marijuana in the State. The new constitutional provisions took effect on December 6, 2018. Early analysis of these provisions indicated impacts to multiple departments and activities of the City including; Planning and Zoning, Building Codes, Law Enforcement / Prosecution, and Business License. On November 20, 2018 the Council adopted Resolution 18-20 that directed staff to administratively delay the acceptance of applications for the various facilities and activities impacted in order to give the City the opportunity to conduct its due diligence and enact the appropriate regulatory environment. Since that time, staff has researched and drafted a number of changes to various ordinances and is in the process of bringing those forward. Council has considered amendments to the UDO and has conducted the first reading on amendments to the business licensing ordinances of the City. Given this activity the administrative delay may be lifted and staff may begin to accept applicaitons. This resolution repeals Resolution 18-20 and authorizes the staff to accept and process applications as provided by law.

I move for adoption of: A Resolution repealing Resolution 18-20 and directing staff to accpet and process applications for activities related to medical marijuana as required by Article 14, Section 1 of the Missouri Constitution.
