Submission of 2019 Analysis of Impediments to Fair Housing Choice Report.

Please find attached a memorandum prepared by Heping Zhan, Assistant Director of Planning & Special Projects outlining the HUD mandated Analysis of Impediments to Fair Housing Choice (AI) report that has been prepared. This is the first time the City of Lee’s Summit has conducted this research and prepared this analysis independently and Heping and staff are certainly commended for their efforts to prepare this analysis. In completing the previous AI reports in 2011 and 2014, the City participated in a consortium with other regional municipalities. A previous City Council directed staff to prepare this analysis independently rather than participate in a consortium with other municipalities, therefore this research and report was prepared solely for Lee’s Summit by staff.

As the memorandum references, the CEDC held a public hearing on the AI in May and the 30-day public review and comment period has occurred. During the 30-day public review and comment period, one verbal comment was received by a member of the public requesting the City provide assistance to those who are unable to afford rent.

As the Mayor and City Council are not required to adopt or endorse the report through approval of an ordinance or resolution, staff intends on filing the AI with HUD before the required August 2019 deadline. Based upon our review of the HUD requirements, we are of the opinion the submittal of this written report as a part of the public record of the City Council’s agenda will be sufficient. As we move forward on our work together regarding the Ignite! strategic plan, this report will serve as a reference point as we establish new policies and processes that support the Ignite! plan relating to housing diversity.
