Issue/Request:

An Ordinance awarding Bid No. 40252086-1 for the Phase 3 Landfill Gas Collection System Construction to Joe Coleman & Son Environmental Services, Inc. in the amount of $636,731.73 and authorizing the City Manager to enter into an agreement for the same.

 

Key Issues:

 

-The Gas Collection System is part of our Missouri Department of Natural Resources (MDNR) permit.

 

-The system controls landfill gas by collecting gases to burn at the flare, thus reducing greenhouse gas emissions.

 

-The Gas Collection System must be installed prior to the start of placement of soil for Landfill Closure.

 

Proposed City Council Motion:

SECOND MOTION:  I move for adoption of an Ordinance awarding Bid No. 40252086-1 for the Phase 3 Landfill Gas Collection System Construction to Joe Coleman & Son Environmental Services, Inc. in the amount of $636,731.73 and authorizing the City Manager to enter into an agreement for the same.

 

Background:

Summit Waste Systems has indicated that they will close the landfill in mid-March, 2019.  After the landfill closes, a soil cap will be placed on top of the landfill.  Before the cap is placed, the landfill gas management system will need to be expanded into areas of the landfill that do not currently have wells.  These are generally the areas that have most recently received waste.  Components of the work to be completed include: installing new vertical gas extraction wells and dewatering pumps, control valves, lateral gas pipes to connect the new wells, air and liquid discharge pipe, and connecting all to the existing system in place currently.  All work is to be completed in compliance with the MDNR approved permit documents, applicable regulations, and policies.

 

Impact/Analysis:

Public Works Engineering issued Bid No. 40252086-1 for the Phase 3 Landill Gas Collection System Construction on January 8, 2019.  The bid was advertised on the City's website and potential bidder were notified through www.QuestCDN.com.  A pre-bid meeting was held on January 16, 2019.  Six (6) contractors reviewed plans and five (5) attended the pre-bid meeting.  One contractor submitted a bid.  City staff and SCS engineers reviewed the qualifications and experience of Joe Coleman & Son Environmental Services, Inc. and they were deemed to have a qualified and responsive bid.  The contractor's bid was 20% under the engineer's estimate.
